London Councils has announced the launch of its 2026-2030 Pan-London Grants Programme which will invest £25 million into voluntary organisations supporting Londoners facing homelessness and domestic or sexual abuse.
Building on the success of the current 2022-26 programme, the new initiative sees London boroughs continuing to fund frontline services that deliver life-changing support across all 32 boroughs and the City of London.
The programme allows London boroughs to respond more effectively to high-priority social needs that require coordinated, London-wide action. Between April 2022 and March 2025 alone, the existing programme helped over 9,400 residents sustain suitable accommodation and enabled more than 7,100 people at high risk of homelessness to avoid losing their homes.¹
In the same period, nearly 3,000 Londoners affected by domestic and sexual abuse were able to access essential help, with services supporting over 8,100 survivors to rebuild their lives and regain independence.²
Central to the work in combatting homelessness is the ‘Ending Homelessness Accelerator Programme’, an initiative led by London Councils and the GLA, designed to unify and amplify efforts to eradicate homelessness across London.
The accelerator programme will strengthen collaboration across London, utilising evidence-based interventions to prevent homelessness and support those at greatest risk, including families, single adults, and people transitioning from institutions such as prisons and hospitals.
The Grants Programme is funded entirely by borough contributions and is overseen by the cross-party London Councils Grants Committee. This ensures transparency, accountability, and value for money.
Despite growing pressures on local government finances, boroughs have renewed their commitment to pooling resources through this collaborative funding model to deliver greater impact for people in need.

London Councils’ Leaders’ Committee sets the overarching funding strategy and priorities for the programme. Delivery is managed by the Grants Committee, made up of representatives from every London borough and the City of London Corporation, who are responsible for decisions on commissioning, funding, and programme oversight.
