An 18-month neighbourhood management trial is set to start on 27 November in west and east Greenwich, which will introduce traffic-calming measures to reduce congestion, enhance air quality, and improve road safety.
New road signs explaining the part-time weekday camera-enforced restrictions have started to go up and will all be in place by the end of the grace period. The grace period will be until 17 December, and vehicle owners will be sent a warning if they use the roads during restricted times. From 18 December Penalty Charge Notices will start to be issued to drivers that do not observe the measures in place.
A Council spokesperson said: “To safeguard the health and wellbeing of our residents, we must address air pollution, traffic congestion, and road safety concerns in these areas. It’s important we make it easier, safer and greener to move around the borough. Roads with restrictions will remain fully accessible to pedestrians, cyclists, and wheelchair users, and every address will still be accessible by car, though some drivers may need to take alternate routes.”

Residents and local businesses will be able to give feedback throughout the trial, which will last for a maximum of 18 months. This input, along with traffic data, will inform whether to keep, remove, or make changes to the scheme.
Some organisations and those who meet the exemption criteria can pass through the new restrictions without getting a penalty charge notice. Full details on exemption criteria and how to apply can be found at royalgreenwich.gov.uk/traffic-management-scheme
In 2023 we held two phases of consultation, to listen to the views of local people. We wrote to over 9,200 households and businesses in the area asking for feedback. In total we received over 8,000 responses and held seven events attended by over 400 people. These comments, and feedback from an earlier trial, have been used to design this current scheme. We listened carefully to what local people told us and have used that feedback to shape the trial, including making the restrictions part-time and offering an expanded range of exemptions.
